Background and Purpose:

 

The Joint Resilience Programme (JRP), implemented by UNICEF and WFP, and in collaboration with the Government of Somalia at Federal and Member State levels, aims to strengthen household and community resilience through integrated programming in nutrition, health, education, livelihoods, and WASH. The JRP is funded by the German Federal Ministry for Economic Cooperation and Development (BMZ) through the German Development Bank KfW since 2018. Joint Resilience Programme Coordinator will lead the strategic and operational coordination of the programme, ensuring coherence, integration, and alignment with agency mandates and donor expectations. In addition, the candidate will lead WFP and UNICEF Somalia’s engagement on the broader cross functional resilience agenda, including strategic development and positioning, advocacy and learning related to joint resilience programming. The incumbent will report jointly to the Chief of Field Operations at UNICEF and the Deputy Head of Programme at WFP

 

Administrative arrangements: WFP will issue the contract with accommodation in the WFP compound. To enable effective coordination, the JRP Coordinator will alternate between WFP and UNICEF offices in Mogadishu, on a weekly basis.

 

KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):

Strategic Leadership & Coordination:

  • Lead the overall strategic positioning and development of the JRP, ensuring alignment with agency mandates and national priorities.

  • Establish and maintain strategic and operational partnerships for joint resilience programming, including government, UN partners, IFIs and traditional resource partners.

  • Coordinate inter-agency collaboration, ensuring synergy across sectors and agencies.

Programme Management:

  • Oversee the design, planning, implementation, monitoring and evaluation and learning of resilience programming in Galmudug and Puntland.

  • Ensure technical quality and integration across sectors and activities (nutrition, education, school feeding, livelihoods, health, WASH).

  • Support area offices in tailoring resilience programming to local contexts.

  • Support programmatic integration, synergies and cross-linkages for WFP and UNICEF Somalia resilience programming and other complementary partners (FAO, BRiCS).

Partnerships & Resource Mobilization

  • Establish and maintain strategic partnerships with government, donors (e.g., KfW/BMZ), UN agencies, and NGOs.

  • Identify funding opportunities and lead proposal development for resilience programming.

  • Acts as the primary focal point to the donor KfW/BMZ.

  • Represent the JRP in donor meetings and prepare donor reports and updates.

  • Create linkages to other ongoing resilience programmes through multi-stakeholder partnerships.

Resource Management

  • In coordination with technical teams, ensure timely utilization of resources and compliance of financial management with donor requirements and agency standards.

  • Oversee end-to-end processes for partnership agreements (Field-Level Agreements and LOUs), including timely processing and execution, ensuring alignment with JRP priorities.

Capacity Building & Knowledge Management:

  • Lead resilience-related capacity building for agency staff and partners.

  • Develop and implement a research and learning agenda, including partnerships with academic institutions.

  • Document and disseminate lessons learned and best practices.

Field Support & Oversight:

  • Support field-level coordination structures and ensure effective coordination with area offices and across government entities.

  • Conduct regular field visits to monitor implementation and provide technical support.

 

QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED

Education:  Advanced university degree in International Development, Social Sciences, Public Health, Nutrition, International Relations, Development Economics, Public Administration, or related fields OR First University degree with additional years of related work experience and/or training/courses. Preferably a combination of management, administration, and relevant technical fields.

 

Experience: At least five (5) years of relevant experience with Advanced University Degree OR First University degree with a minimum of seven (7) or more years of experience in resilience programming, humanitarian/development coordination, programme development, planning, implementation M&E and donor engagement. Ideally related to WASH, nutrition, food security, health, livelihoods. Experience in multi-agency programme management and field-level implementation in fragile contexts, preferably in the Horn of Africa is added advantage.

 

Language: Fluency (level C) in English. Intermediate knowledge (level B) of a second UN language is a plus.
