Context and Core Functions / Responsibilities

Under the overall supervision of the Head of the Peacebuilding and Stabilization Divsion and the direct line
management of the PVE and Transitional Rehabilitation Program Manager, the incumbent will support the
identification of lessons learnt in locally led PVE action. Since 2021, IOM Iraq was worked in partnership with
district governments and community members to identify and address drivers of violent extremism by localizaing
the National Countering Violent Extremism Conducive to Terrorism Strategy. The PoAs support context-specific
approaches that address underlying drivers of extremism, strengthen community resilience, and encourage close
collaboration among government entities, civil society organizations (CSOs), and other stakeholders.
To improve the effectiveness and sustainability of these efforts, IOM is recruiting a Consultant to create a
comprehensive toolkit detailing the methodology, steps, and resources needed to develop PoAs. While grounded in
IOM’s experience, the toolkit is designed to offer standardized, adaptable guidance that can be applied in various
contexts, helping governments, national agencies, and international organizations design, implement, and monitor
PoAs aligned with broader PVE strategies. By incorporating insights from previous PoA development processes, the
toolkit will be user-friendly, practical, and relevant to stakeholders working to prevent violent extremism at both the
local and national levels.

Tasks to be performed under this contract

1. First deliverable: Annotated outline of outline of the toolkit structure and core components and annexes –
deliverable by email week 2 (25% payment)
Analyze IOM’s previously developed PoAs for Iraqi districts, identifying core methodologies, tools, and
strategies. Incorporate lessons learned and best practices from IOM’s PVE initiatives to enhance the toolkit’s
applicability.
 

2. Second deliverable: Draft toolkit, including main document and annexes – deliverable by email week 7 (50%
payment)

Virtually engage with relevant IOM teams, local authorities, and civil society stakeholders to ensure the
toolkit addresses practical needs and challenges. Develop a step-by-step guide for designing PoAs, covering
key stages such as stakeholder engagement, conflict analysis, and intervention planning. Use practical, clear,
and accessible language to ensure the toolkit can be easily applied by a wide range of stakeholders with
varying levels of familiarity. Ensure there is a main document, toolkit, as well as required tools and other
annexes. Identify capacity building needs and materials to be included, drawing from existing IOM materials.

3. Final deliverable: Final toolkit, including all annexes and presentations – deliverable by email week 12 (25%
payment)
Host a validation sessions, tentatively in Erbil. Following feedback from stakeholders, adapt the toolkit to
ensure usability by a wide range of stakeholders, including local government entities, national agencies, and
international organizations. Ensure cultural and linguistic alignment, with content developed in Arabic and
tailored to the Iraqi context. Finalize the toolkit, including the main document, all annexes, and capacity
building materials.

 

4. Performance indicators for the evaluation of results

• An annotated toolkit outline is produced that reflects the lessons learnt of IOM’s engagement with local authorities since 2021. • A draft toolkit and associated tools in the form of annexes is produced that reflects step-by-step approaches for developing locally led PVE strategies in Iraq. • A final toolkit and all associated capacity building tools, building on existing IOM Iraq materials, are finalized and tailored to the Iraqi context. Education, Experience and/or skills required • Advanced university degree in Social Sciences, Political Science, International Relations, Development Studies, Peace and Conflict Studies, or a related field. • Strong understanding of Iraq’s PVE landscape, including local dynamics, drivers of violent extremism, and challenges faced by communities. • At least 5 years of experience implementing or designing PVE initiatives in the Middle East. • Proven experience in designing and / or implementing localized PVE strategies in Iraq. • Excellent research, writing, and analytical skills. Demonstrated ability to synthesize complex information into user-friendly materials, such as toolkits, manuals, or guidelines. • Experience working with international organizations, government entities, and CSOs in Iraq. • Ability to work independently and meet tight deadlines while maintaining high standards of quality. • Fluency in Arabic and English (spoken and written) is required.  Travel required (Yes/No) • Yes, one validation session in Erbil.
