KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority)

• Support the operationalization of food systems activities in line with project documents, annual workplans, and the Beletweyne Area Office resilience strategy.

• Provide technical inputs for the implementation of key agricultural activities, including post-harvest loss reduction through training and storage facility distribution; strengthening of farmer organizations by supporting cooperatives and integrating Village Savings and Loan Associations (VSLAs); facilitating market access via aggregation centres and buyer linkages; and promoting climate-smart agriculture practices such as agroforestry and water harvesting.

• Ensure that implementation plans incorporate gender, nutrition-sensitive, and climate-resilient approaches.

• Liaise regularly with cooperating partners, local authorities, and other field actors to ensure coordinated and coherent delivery of activities.

• Organize and facilitate community sensitization, mobilization, and consultations to support activity design and beneficiary feedback.

• Support the establishment of community-based mechanisms (e.g. cooperative committees, farmer field schools) to enhance local ownership.

• Support the design and roll-out of field monitoring tools and ensure timely collection of quantitative and qualitative data on food system activities.

• Participate in joint field missions, technical assessments, and market visits and compile reports with actionable recommendations.

• Assist in the compilation of progress reports, beneficiary lists, success stories, and visibility materials in coordination with CPs and PMLE colleagues.

• Organize and support capacity-building sessions for CPs, farmers’ groups, and government staff on thematic areas such as cooperative governance, value chain upgrading, and good agricultural practices.

• Provide hands-on technical guidance during field visits and support peer learning among stakeholders.

• Facilitate procurement processes for agricultural tools, inputs, and training services by preparing specifications, delivery follow-up, and coordination with Logistics/Procurement units.

• Track and report on asset distribution, partner expenditures, and other compliance-related tasks.

• Perform any other related duties as assigned, particularly those that contribute to a coherent and integrated food systems and resilience portfolio in the Area Office.

QUALIFICATIONS, EXPERIENCE AND SKILLS REQUIRED

Education: Completion of Secondary School Education Or University Degree (Diploma/Bachelors) in Agriculture, Agribusiness, Agronomy, Environment and Climate Change, Rural Development, International Development Assistance, or any other related field. 

Experience: At least 7 years of experience with secondary school certificate Or University degree (Diploma/Bachelors) with a minimum of two (2) or more years of relevant experience in project implementation, particularly in agriculture, rural livelihoods/development, or food systems development.

Language: Fluent knowledge (proficiency/level C) of English and Somali language.

Other Knowledge and Skills Required: 

• Strong knowledge of rural livelihoods, agricultural value chains, and smallholder support strategies.

• Understanding of Somalia’s socio-economic and Agro-ecological context, particularly the challenges facing food systems.

• Practical experience in planning and implementing community-based interventions.

• Proficiency in MS Office (Excel, Word, PowerPoint).

• Ability to build relationships with a diverse range of stakeholders including communities, NGOs, and government institutions.

• Strong interpersonal skills, cultural sensitivity, and a team-oriented mindset.

• Excellent planning and organizational abilities, with attention to detail.
