Job Summary
The Displacement and Economic domain advisor under the Climate Justice, Food and Water Systems (CJFWS) Program Pillar has advisory role in ensuring quality design and implementation of NAGAASHO inception phase and support CARE Somalia's programs largely for effective in positively impacting the wellbeing of vulnerable women and girls in Somalia. Precisely, this role involves coordination of NAGAASHO project specially on climate and economic components across the consortium members, ensuring that plans under the project are aligned with the Somalia Country strategy 2024-30, and delivering on time and to organization and donor standards.
The Displacement and Economic domain adviser has overall responsibility for several NAGAASHO inception phase activities relevant to this domain in close collaboration with Climate and Social domains. Also, S/he tailors program/portfolio reflecting thorough understanding of team capacities, organizational priorities, resources, partner needs, and operational/technological context as NAGAASHO project has number of consortium members with diverse challenging operational regions.
The Displacement and Economic domain adviser collaborates with the NAGAASHO Consortium Coordinator and CJWFSN Pillar Coordinator to inform and guide program development and advancement of organizational strategic directions. S/he works together with the Program Quality and Development Team to ensure that learning from the project during the inception phase is used to continually improve, and develop new, strategies, tools and approaches that will proactively address root causes of vulnerability and have a beneficial impact in the lives of Somalia's most vulnerable individuals.
Job Responsibility 1: Program Development, Displacement and Economic Innovation and Management - 30%
- Develop, drive and lead the technical guidelines the implementation of inception phase for the Displacement and Economic Domains under NAGAASHO Project ensuring the program activities are aligned with its objectives as well as that of Climate Justice, WASH, Food Security and Nutrition Pillar in Somalia, based on the country Strategy, taking advantage of CARE's experiences in implementing large scale resilience Programs in Somalia
- Collaborate with in-country colleagues, to ensure integration of all programs through Sequencing, Layering and Integration (SLI) and in the development of the program guidelines
- Ensure the use of evidence and learning to influence power holders at all levels to change their policies and practices.
Job Responsibility 2: Technical Leadership, Lead Displacement/Economic domain and quality assurance: 30%
- Ensure all Displacement and Economic related activities adhere to established standards and technical specifications and are aligned with CARE’s resilience framework and DANIDA’s climate justice and adaptation priorities.
- Provide technical leadership and oversight as a Domain Adviser within the NAGAASHO project, ensuring the development of detailed and context-specific implementation plans in collaboration consortium partners, relevant local government authorities, and community structures.
- Support and lead the development of Community Action Adaptation Plans (CAAPs) ensuring those plans are tailored to the community priorities, ensuring they are community-driven, technically sound, translated into local languages, and accessible to target communities.
Job Responsibility 3: Inception Period NAGAASHO partners Capacity Building and Technical Support : 25%
- Design and deliver structured training programs for consortium partner staff on displacement and economic tailored to both programmatic and operational needs.
- Develop and disseminate user-friendly displacement tools, support ToRs development for displacement profiling and guide materials, including templates for displacement programming.
- Conduct joint technical review workshops and learning sessions to build a shared understanding of CARE’s Economic programming such VSLA and integration to climate adaptation and social resilience across thematic sectors.
- Provide one-on-one coaching and mentorship to technical focal points within partner organizations to enhance their leadership in implementing displacement and economic initiatives under the NAGAASHO wider objective of preventing displacement.
- Coordinate regular capacity assessments and technical gap analyses across consortium partners, using findings to inform ongoing support plans and targeted capacity-strengthening interventions.
- Ensure alignment of partner interventions with national priorities such as the NDCs, NAP, and sectoral strategies by facilitating technical exchanges with relevant ministries and displacement coordination platforms.
Job Responsibility 4: Country Office Displacement and Economic Empowerment Technical Support 10%
- Provide technical support related to economic related displacement and economic empowerment particularly using a gender lens to the country office CJFWN pillar and across all three pillars..
Other responsibilities as assigned: 5%
Qualifications
Education: Masters degree in Economics, Social Justice, Law and displacement, Development studies or relevant fields.
Desired:
- Proven knowledge of social, economic, political and legal context including knowledge of gender related policies, and human rights issues as well as livelihood challenges especially for women in Somalia.
- Proven experience in economic or business research with a bias on inclusion..
- Demonstrable expertise in gender analysis and mainstreaming gender in projects and programs.
Required Experience/Technical Skills
- A minimum of five years of technical experience in a capacity working on community-based climate resilience programming in the Horn of Africa, preferably with Somalia experience.
- Experience of working in a consortium, coalition or partnership settings is highly desirable.
- Strong interpersonal and communication skills, and demonstrated ability to working with multiple stakeholders.
- Strong focus on innovation and learning, and proven ability to facilitate learning amongst a varied group of actors.
- Proficiency in written and spoken English and Somali is desired
